Every time I tell my Quakers no about being nippy they are about five months old they push there head in then move it back and fourth real quick. Looks really funny . Tks and if anyone can give me tips about them I have two they are both the same age . One is timid and the other is very outgoing . When do they start talking.

This sounds like "quaking" -- there is a stereotypical quaking motion that young Quaker parrots make. They typically grow out of it eventually but at five months old it is certainly possible that it would still happen. The other thing it could be is a bird attempting to regurgitate, which generally is a loving gesture from the bird, as odd as that may seem to us humans.
Talking can happen very early in the bird's life. Your babies could start talking any time now. But it doesn't always happen that soon, and sometimes it never happens at all. Our almost 4 yr old quaker does not talk.

I know that quakers will not say the words out loud until they think they have it perfectly correct. My bird talks mostly when he is alone or when I pretend I am sleeping on the couch and my husband is out. He will say a word under his breath... then a little louder... turning around to see if I am watching. He repeats it over and always turns to see if anyone is watching. There are a few times that I will repeat what he has said and he will get more confident and start repeating after me. We have managed to get quite the talking match going a few times. I am sure your little one will start talking soon... or at least the mumbling part.
