No parrot is "quiet." Even a budgie can emit ear-piercing shrieks if he wants to (Defense Exhibit A: my Benjy LOL). If you want a quiet bird, you're better off with finches. However, a happy and busy Quaker doesn't just yell constantly. Mine do a yelling session a couple of times a day, which we call the Daily Squawk, and it lasts 15 minutes or so and the rest of the time they talk and whistle and chirp instead of yell, but they're almost never completely quiet. They squawk to call their human when they want attention, they squawk when they're bored, they squawk good morning and good night, but they don't just raise the roof constantly. Make sure your bird has plenty of toys, that his cage is where he can see what's going on so he doesn't feel left out, with one side against a wall so he feels secure, talk to him and let him know you're nearby if he can't see you, and that will cut down on distress squawking a lot.
