Hi,
Someone offered me a 4 year old Quaker who us not hand trained. She seems to be scared if people. If I have patience and put in 1-2 hours a days is there a large chance that she can be hand trained? Or is she to old to start?

With time, patience and effort, you have a good chance of accomplishing what you want to do. Four isn't old for a QP, and parrots are capable of learning new things well into old age. You'd need to begin by making the parrot comfortable with you before attempting to hand tame her and to become less fearful of people. Once that's been accomplished, you'd be able to work on hand taming.

Even an abused and neglected parrot can eventually be won over. Just move at her pace and don't give up.
