Right now it's spring run off and the water smells and tastes of bleach, is this safe for Ollie and my budgies? I have water bottles too.

I would definitely switch to the bottled water. I am not sure the price over there but when it goes on sale here I can buy it for 25Cents a bottle.
I used to give Oscar tap water but what I would do is put it in a glass container and let it sit out over night. This way a lot of the chemicals that the City adds will evaporate. Try it and if it still smells in the morning... switch to bottled water. The little ones are worth it.

The bottled water would be a better choice. Our public water where I live is heavily chlorinated. I used to buy bottled water, but now have a faucet-mounted filter that removes impurities. It does a good job of getting rid of the bleach smell and taste.

You can also boil the water if you don't want to bother with bottled. Though our water here is not bad, we use a filter. We're in the middle of a lot of gas drilling, and I don't trust it.
