Edmonton Alberta

I was browsing kijji adds in my area (Alberta) and was really shocked or see this Quaker, I am a member on the site but I'm undersage so I didn't want to post on my account. This isn't my bird but this poor bird. It's beak is over grown, the cage is dirty and it looks ill. I can't adopt another parrot but if someone can and is in the area willing to take care of the bird please do:

I would report to animal control but I don't think they'll do anything, not to mention I don't know how to.
