Do you know if he was raised in aviary? I just hope he was not wild-caught, mostly for ethical reasons, but it could also take longer to tame him.
You're going to have to be extremely patient with your new guy, in either case. Let him watch you from a distance that is comfortable for him. Sit and talk gently to him, sing, read a book, or whatever. You can gradually try to move closer, but don't push him. Of course you have to feed him and clean his cage, etc., but I would try to do everything at once, and do it at the same time every day. Try to not visibly react to his fear, as that will just feed his own. Talk gently as you do the necessary things in his cage.
It's going to take time; probably a lot, but he might surprise you if you can get off on the right foot with him. Good luck, and welcome to the forum!

Hi Alan... I would second what Easttex has said. The soft voice will calm your little one and a lot of Quakers are territorial over their cages and food. Be gentle... patient... and you will be rewarded.

Welcome to the Forum. Easttex has given you some good advice. A lot of patience will be needed, but give Billy all the time he needs to get comfortable with you. Some parrots take longer to get used to new people and new surroundings, and Billy is still quite young. In time, your patience will likely be rewarded.

Hi Alan & welcome to you and Billy. I'm from Australia, but there are a couple of members from the UK like you. I am sure that with a bit of patience (as the others have said), you and Billy will get along wonderfully. There is lots of information on this forum, if you have the time to read it! I look forward to hearing how Billy goes.
