If you are unable to find a good home for Hal, I'd recommend that you contact Florida Parrot Rescue: floridaparrotrescue.com/adopt-foster-volunteer/how-to-surrender/One of our members here fosters for them, and they sound like a good organization. I don't know what your timeline is, but you may want to go ahead and get him listed even before you give up on finding a home for him. They don't have a central location, and rely on having available fosterers.
