Hi Joseph. Sorry to read about your bird. From what you describe, I think it is important that he get vet care as soon as possible. When they show obvious symptoms, things can be pretty far along. Does anyone provide emergency services? If you are close to one of the larger cities, there probably is someone who will see birds on the weekend. I'd work hard to find someone.
If you've exhausted all vet possibilities, there isn't a whole lot you can do in the way of "treating" him. You can move him to a small cage, even a travel cage, put him in a quiet environment, and keep him warm, but not hot. Try not to stress him. You should gently keep his rear feathers clean, though, even if he doesn't care for it.
What I don't expect to see in a sick bird is him walking around on the floor. How does he look then?

Joseph... where do you live? Is there any chance that he is cold? I know Oscar will fluff up when he is chilly and my floors are cold. Mind you... I live far North in Ontario and it is still winter here.
