My new Quaker is starting to settle in. I posted that she would just sit in one place all day and not move but that has gotten better. She walks around her cage, eats and at least once a day has a very loud squawking competition with my Conure. When I go to take her out of the cage, she is afraid and will flap around and fly away. I can reach in and pat her with no hissing or biting but when I ask her to step up, she takes off. If she is out of her cage, she will step up so I know she knows what it means. She will also try to fly away once out of her cage and she is still very reserved. Any tips that you have which may help build her confidence? She was a hand fed baby but I didn't get her until she was 7 months old.

I would put a perch on the door of the cage and when you open the cage... let her come out on her own. 7 months old is very young and she is still adjusting. These birds are scared of many things. Mine hates long sticks of sorts... brooms... bright colors... anything that is new... he will be scared of for at least a week.
Be happy she isn't biting. Stepping up will come in time when she becomes more anxious to leave her cage. Right now that cage is her private territory and it protects her. Sometimes mine will run behind his cage and hide if he is frightened... he feels safer there.
Give her tons of patience... I am sure your little beauty will work out just fine.
