I think he might just be excercising his wings, but he does this a couple times every day. Is this normal?

Bishop will occasionally do this and I've always seen it as just his way of exercising his wings since he doesn't really fly to get any exercise.
Edit: My internet isn't the greatest sometimes so I couldn't get the video to play before and was just going by his "flying in place". Watching the video and hearing the sound he makes while he does it, this is what bishop will do when something is scaring him.

Bonnie doesn't do the flapping in place thing, but she does make a similar noise to this when she sees someone walk past with a dog. I'd agree with wsteinhoff and would hazard a guess that this is a kind of 'toned down' alarm call.

Thanks for the responses! They have left me baffled, however. I'm going to have to pay more attention when he does this in the future, to see what's going on that could be scaring him.

Shah flies in place like this. However, he doesn't make that sound which seems to be like an alarm call. I don't wish to offend you but your quaker might not like your taste in music. Shah gets agitated with loud music - he likes easy listening music, Mozart and some of those animal meditation CDs but I turn the sound down.

Will monitor it more and see. That's the first time he's done that while I had music playing, however, and I generally have music on 1-3 hours per day. He usually just does it 1-2 times randomly throughout the day. I've never noticed anything unusual or different going on in the area when it happens. And it wasn't that loud, tbh. My phone is good about picking up a sound and amplifying it when recording (you can kinda see what I mean by how the music gets softer while he's making noise).

I hadn't thought about the music - Jan could be onto something; now that I recall, Bonnie does screech sometimes in the car when I'm playing music and when I change the type of music she sometimes stops. Maybe your buddy has specific musical tastes! Perhaps you could note whether music is playing next time he does this and if so what type it is. This is really interesting!

I suspect biteybird had it right the first time. This is the same sound I get from Peppy when he sees a strange car in the driveway or an unknown person walk past his window. Peppy is quite a bit louder, and he doesn't do the flapping, but the tone and the pattern match.

I am going to say the opposite and say that Yoshi wanted to dance. (just kidding but it looked so cute). I do agree with the comments above and that does sound to me like Oscar's danger call as well... except Oscar is much louder.
Oscar loves to flap his wings but he never makes noise while doing it. It is his exercise time which is usually before bed. I also have Oscar trained to flap his wings when I hold him up in the air and I wave my other hand.... he thinks it is fun but he never leaves my finger.

That is the Quaker alarm call. Is there a window nearby so that Yoshi can see outside? Ralph sometimes sees things through the window that he doesn't like and will do an alarm call. He doesn't do wing flaps at the same time though He will usually have a daily wing-flapping session for exercise-- but it's not accompanied by any vocalizations.

There is a window nearby, but its on the same wall as his cage so he would have a hard time seeing much out of it. Plus, the blinds were down at the time this happened (it was night time). I keep them open during the daylight hours after I wake up.

You don't have cockroaches in your place, do you? Bonnie went psycho once when she saw one...

None that I've seen! He did this alarm call again tonight. It happened when my sister pulled up to my place. I'm not sure if he heard her pull up and that's what set him off or not. There's no way he could have seen her car.
It makes me wonder what goes through his head when he does this and I just sit there and stare at him. Is he thinking "what the heck man, I'm warning you of danger, move!"

You'd be amazed how phenomenal their hearing is. Bonnie knows the sound of our 2 cars (and when we had our Ducati motorbikes she knew those too) and is already screeching for attention before we set foot through the back door - even though she can't see out that side when our cars approach. Hmm…the plot thickens!

Absolutely the sound would do it as well. Oscar knows if any vehicle is in the driveway way before I do and he doesn't hesitate to tell me about it.
