While I agree with tarring and feathering, I'm not sure I think these people are worthy of being tarred in our beloved QP feathers! That would look too pretty  Maybe not, once the feathers get coated with the tar (I advocate the use of plenty of tar, preferably hot tar). I've often thought that the old-time use of the stocks in the public square should be revived. Put the wrongdoer in the stocks and let his/her fellow citizens throw rotten vegetables at them and taunt them.

Hi Roz, I've reposted your message in the Lost and Found section of the Forum (near the bottom of the main page). Could you tell people approximately where you are located, in case there is a missing quaker in that area? What colour is he?
Tips: don't force him to make contact with your hand if he doesn't want to. Talk to him softly to reassure him. Hopefully you have a cage with a few natural perches & some toys (?). If you have a cage, don't force him out of it, as it will be the only place he feels safe in his new situation. Don't feed him toxic foods: avocado, chocolate.
Contact your local vet & put up a notice that you've found a quaker (maybe with a photo). Hope this helps.

no sense in people abusing any animal, pet or bird. makes me get mad quick.i'm sure their is a special hot place in hell for these kind of people.
