Do you mean they're not tight and "zipped up" like you think of feathers looking?
Does your baby need a bath? Dirty feathers can have a ragged look.
Is it the tail feathers, or all over the body? Vertical cage bars can cause damage to tail feathers.
Are there any signs that something might be off - changes in appetite, changes in poop appearance, crusty nostrils or eyes, sitting fluffed up, sleeping with both feet on the perch (unless this is normal for your bird)?
