His head looks like it has some green on it but there is no green on this bird anywhere. It must be the light shining through that toy he is pulling on?

I'm pretty sure it's a he because he is 6 years old and has never laid an egg according to his previous owner, And he try's to make love to my hand almost every time I take him out. He fluffs up, does a little rain dance then he molests my hand. He is real content, when I bring his food bowl he hops up on the bowl as soon as its in the cage and starts to eat before I ever get the bowl in place. I carry the bowl across the top but he still pushes himself between my hand and the bowl. He is definitely blue and grey. Thanks...

Gabe, don't yet assume he's a 'he'...as some other forum members have had quakers lay an egg when they are older than 6 years. Sorry to put a dampener on things!
