My mom has mild allergies to birds and whenever we don't open the window for it she complains the house smells of bird, I don't smell it but I'm worried it could be bothering Ollie and the budgies. Do we need a humidifier or air purifier in the room?

I have air purifiers, and although nothing can stand up to all of the dust that my grey puts out, I'm happy with them. It can get very confusing when you research air cleaners, but you don't want one that generates ozone, as that is an irritant. It's still not easy when you start looking at ionizers, negative ionizers, ionizers that can be switched off, etc. The best bet for bird safety seems to me to be Rabbitair. They're expensive, and replacement filters are not cheap, either, but they're a reputable company and I think they do a good job. They understand bird people.
I live in a humid climate so I don't have a humidifier, but if things crackle and snap or you get a zap when you touch a metal cage, you could probably use one.
My husband is sensitive to bird odors. I clean the cage grates every night with Poop Off, and every so often use a steam cleaner on them. That has helped quite a bit.

Can I use poop off while Ollie's in the cage? I can't get him out since he's not interested in coming out and at the same time since he isn't tame I'm worried I won't be able to get him back in.

It's bird-safe, though I would use care when spraying around him. If he's really in the way, you can spray it on a paper towel and wipe with that, though you lose some of that good soaking effect. He may be annoyed by the spraying.

I need to look into these Rabbitair devices... We need better air filtration in this house, for sure. They look pretty great!

They have a model out now that is specifically geared for birds, and I haven't checked that one out, but if you wind up getting one I'll look forward to your review. I have the minus A2 with the pet filters.
